各位领导，朋友们：

大家好！今天云端连线，也充满了满满的幸福感。首先，我简要介绍一下鄞州。公元前222年，秦王朝设置鄞县，是全国第一批建制县，距今有2243年历史，2002年撤县设区,2016年区划调整后成为今天的鄞州区。今年GDP有望突破2400亿元，城乡收入比为1.73:1，成为国家公共文化服务体系示范区、国家级智慧健康养老示范基地，是浙江省生态文明示范区、十大魅力名城（区）。在这之前，已连续两年荣获“中国最具幸福感城区”。

Respected leaders and friends, good morning!

Today I am very happy that we are connected online. First, I would like to briefly introduce Yinzhou. In 222 BC, the Qin dynasty set up Yinxian County, one of the first institutional counties in our country and has a history of 2243 years. In 2002, the county was replaced by district, which was adjusted in 2016 and became today’s Yinzhou District. Our GDP this year is expected to exceed 240 billion yuan and the urban-rural income ratio is 1.73 to 1. It has become a national demonstration area of public cultural service system and a demonstration base for smart health and elderly care at national level. It is a demonstration area for ecological progress and one of the top ten charming cities (districts) in Zhejiang Province. Before that, it has won the title of ‘the happiest city in China’ for two consecutive years.

习近平总书记指出，生活过得好不好，人民群众最有发言权。今天，我给大家分享鄞州群众的3个幸福故事，透过“我在鄞州”的小视角，展现“我很幸福”的大场景。

As Xi Jinping pointed out, people have the most say in how their life is. Today, through three happy stories about Yinzhou people and from the perspective of ‘I am in Yinzhou’, let me unfold for you the big scene of ‘I am happy’.

第一个故事是“一个人”——杨倩。一枪射落东京奥运会中国首金，一人勇夺两块金牌，把鄞州推到了全国奥运金牌榜区县级单位第2，习近平总书记称赞她是“中华儿女多奇志，不爱红装爱武装”。这个鄞州土生土长，爱吃油焖大虾、爱“比心”的姑娘，在赛场上奋斗由我的豪气、永不言败的硬气、能打胜仗的锐气，生动展示了鄞州人“创优争先、攀高进位”的精气神。同样，在高质量发展的赛场上，鄞州人一样敢拼敢抢、争金夺冠，涌现了国家级制造业单项冠军17个，占全国2%、居浙江省区（县、市）第1。所以说，在鄞州，是拼搏的人们挥洒汗水，浇灌了幸福。

The first story is about ‘a person’, Yang Qian，who shot China’s first gold medal in the Tokyo Olympic Games and won two gold medals altogether, pushing Yinzhou to the second place at county level in the National Olympic gold medal list. The general secretary Xi Jinping praised her, quoting a famous poem “the Chinese people have many aspirations, and women prefer taking up arms to being taken by arms”. This native Yinzhou girl who enjoys eating braised prawns and likes making the ‘heart like’ finger gesture, struggled in the field with unrelenting pride and undefeatable confidence, vividly showing the spirit of Yinzhou people: strive to be the first and fight for the excellence. Similarly, in the field of high-quality development, Yinzhou people also dare to compete for the gold and win the championship, and 17 national manufacturing individual champions have emerged, accounting for 2% of the country and ranking the first in Zhejiang Province (county and city). Therefore, in Yinzhou, it is the hard-working people who have shed sweat and watered their luck.

第二个故事是“一首歌”——“乐歌”。去年6月，李克强总理在广交会开幕式上连线乐歌公司，肯定他们在全球疫情形势下，以“海外仓”带动跨境电商逆势突围；今年5月，李克强总理又来实地考察，亲切地对乐歌员工说：“真是应该为你们快乐地歌唱”，并点赞鄞州国家电子证照改革试点，嘱托我们探索“最多报一次”改革。总理的话，激励着我们聚焦企业和群众需求，以数字化改革为牵引，不断深化全面改革，企业开办只要2小时，项目开工审批、竣工验收最多只需要14天，一个人从出生到干事创业，有关事项都能“掌上办”。所以说，在鄞州，是改革的温度贴近心房，温暖了幸福。

The second story is ‘a song’,‘happy song (homophonic to the Chinese name of Loctek)’. In last June, Premier Li Keqiang connected with Loctek company online at the opening ceremony of the Canton Fair and affirmed that they have driven cross-border e-commerce to break through against the tide under the global influence of pandemic. In May, Premier Li Keqiang paid another field visit and kindly said to the Loctek staff, “we should really sing happily for you.” He also praised Yinzhou as a national reform pilot of digital license and asked us to explore the reform of ‘reporting once at most’. The premier's words have inspired us to focus on the needs of enterprises and the masses, continuously deepen the comprehensive reform under the guidance of digital reform. It takes only 2 hours to found a company, and 14 days at most for the approval and completion acceptance of projects. From one’s birth to work and to entrepreneurship, all relevant matters can be ‘handled on mobile’. Therefore, in Yinzhou, it is the temperature of reform that approaches our heart and warms our happiness.

第三个故事是“一部剧”——《春天里的人们》。该剧11月6日起在央视八套黄金档热播，以鄞州的全国道德模范、全国优秀党务工作者、划船社区原党委书记俞复玲为原型，集中展示新时代社区工作者的风采，引导更多人关注基层工作、推进基层治理。近年来鄞州坚持重心下移、力量下沉，深化推进以村社为重点的基层治理，“365社区服务工作法”全国推广，《社区便民服务中心服务规范》成为国家标准，基层公权力“三清单”运行法、178网络社会柔性治理等成为全国典型案例。去年疫情期间，鄞州“三级书记守三门”做法登上央视《新闻联播》；今年，740多家单位、3万多名志愿者共创全国文明典范城市标杆区。所以说，在鄞州，是平凡的市民共建共享，滋养了幸福。

The third story is about ‘a TV drama’ ‘People in Sring’. The drama has been popular during the prime time on CCTV 8 since November 6. With its prototype based on Yu Fuling, the national Moral Model in Yinzhou, national excellent Party worker and former Party secretary of Huachuan community, the play focuses on displaying the style of community workers in the new era, guiding more people to pay attention to grass-roots work and promote the frontline governance. In recent years, Yinzhou has adhered to the downward shift of focus and strength, deepened the promotion of grass-roots governance focusing on village communities: ‘365 community service law’ being promoted nationwide, The Service Specification of Community Convenience Service Centers becoming a national standard, the "three checklists" operation method of grass-roots public power, and the ‘178 flexible governance of social network’ have all become typical cases in China. During the pandemic last year, the practice of "level-three municipal secretaries guarding three doors" appeared on CCTV's News Simulcast, or Xinwen Lianbo. This year, more than 740 companies and above 30000 volunteers jointly worked together in making Yinzhou a typical district for the national role model of civil progress. Therefore, in Yinzhou, it is the the collective work of ordinary citizens that nourishes our happiness.
